Introduction
This selective guide highlights major print and electronic resources available to Cleveland State University students researching issues in Education Law.
Because legal issues related to education may involve any of a number of areas of law and legal research ( torts, constitutional law, etc.) the researcher is encouraged to start with a secondary source - book, article, ALR, etc., and then follow annotations to statutory law and court decisions.
Although some of the links below lead to Westlaw and LexisNexis database resources and require a valid law student Westlaw or LexisNexis password for access, many others link to LexisNexis Academic, an OhioLINK research database, available to all C.S.U. students, faculty, and staff, who can access it on campus, or elsewhere via authentication.
Please contact your Law Library Research Services librarians during their scheduled hours, or via email to research.services@law.csuohio.edu for assistance in locating/using these or other resources to meet your needs.
Legislation
Ohio:
The Ohio Revised Code's Title 33 contains the laws passed by the Ohio General Assembly relating to Education matters, however there may be other sections of the Code more pertinent for a topic:
For example -
for the definition of an "athletic trainer" see ORC Title 47 Occupations -- Professions, in § 4755.60
"Persons required to report injury or neglect" is in Title 21 Courts -- Probate and Juvenile, in §2151.421
"Protection orders concerning domester violence" in Title 31 Domestic Relations - Children, in §3113.31
Start with the Index to the ORC, and then go to the Title and section.
Note in nearby sections if there are definitions related to the code provisions.
In an annotated code, both the language of the law as presented in the Code section, and the annotations following it, can facilitate your research. Annotations include citations to cases that the editor believes are related to the code section, cross references to other code sections, and perhaps history sections indicating information about amendments to the code section. Annotations also often include references to other books, practice manuals, and legal periodical articles which discuss the statute.
Also check the pocket part supplement when using print codes for any amendments to the section and/or more recent annotations to court decisions.

You can search words or put in a section number.
LexisNexis ( Legal > States Legal - U.S. > Ohio > Statutes & Regulations > OH - Ohio Statutes, Constitution, Court Rules & ALS, Combined )
Other States' Codes:
The Law Library has a current print annotated code for many states. The sets are shelved by call number, alphabetically by state, on the Atrium Level of the Law Library, beginning with KFA (Alabama, Alaska, Arizona), KFC (California), etc. Code arrangement will vary by state.
Start with the index, and check the pocket part supplement for amendments to the law and newer annotations to court decisions.
State Codes (individual states - via LexisNexis Academic) - Filter to United States, then the specific state, then Legislation, Statutes, and Codes. Select the current code.
Search in the same manner as in other LexisNexis Academic databases. Code arrangement will vary by state.
Westlaw - STAT-ALL (unannotated) - ST-ANN-ALL (annotated) for all 50 states
Westlaw - U.S. State Materials > Statutes and Legislative Services
(for individual annotated or unannoted state codes)

Both publishers' print codes include a multi-volume subject index. Start there and then go to the Title and Section number. Check the pocket part supplement or pamphlet under the same Title and Section number for updated information -- any amendments to the Code, references to newer court decisions, etc. Some sections of law may be a paragraph or a few pages, but there may be many pages of annotations.

Finding Law Journal Articles on Education Law Topics
See Finding Articles in Law Reviews, Journals and Other Legal Periodicals for an explanation of the legal periodical indexes and databases available to Cleveland-Marshall College of Law students and the CSU community.
Start with an Index:
Because there are only a few journals that are specifically Education Law titles, you are strongly encouraged to utilize indexes to identify articles, and then go to the full text of the articles. There are two major indexes:
Index to Legal Periodicals and Books / H.W. Wilson , 1926 - Print index available in Law Library - Reference KF 8 .I54
Index to Legal Periodicals (1981 - current) and Index to Legal Periodicals Retrospective (for earlier coverage) are electronically available in the Law Library, including at the Legal Research Workstations. They are no longer available via OhioLINK.
Westlaw - Index to Legal Periodicals
LexisNexis - Index to Legal Periodicals
Current Law Index / Information Access, 1980 - . Reference K 33 .C87
The print version of Legal Resource Index (on Westlaw (LRI) and on LexisNexis for law students Legal Resource Index, but not included on LexisNexis Academic). More journals indexed than by Index to Legal Periodicals; more specific subject headings.
Other Indexes:
Index to Foreign Legal Periodicals Reference Area K 33 .I38“multilingual index to articles and book reviews published worldwide” 1985 – present.

For the full text of journal articles go to the journals:
Journal Finder (from the Law Library or University Library home page) can assist in identifying electronic and/or print access to journal titles. If you don't find a link, check Scholar for the journal title. Please note that not every volume/issue/article is available in both print and electronic format. Graphic information may or may not be available in electronic format. If a title is not listed on Scholar, please ask your Reference Librarian for assistance.
Titles may be electronically available on
• LexisNexis Academic (An OhioLink research database)
• LexisNexis or Westlaw (for Law students with passwords only)
• HeinOnline (CSU Campus or CSU Network only)
For full text regular "print" format, plus full-text search capability, and for many volumes older than those available on LexisNexis, LexisNexis Academic, or Westlaw:
HeinOnline Law Journal Library (by title)
Access Hein Online from a Quick Link on the drop-down menu in the middle of the Law Library Home Page . You can search words or phrases, including words from authors' names. You can also browse into a specific journal, check the table of contents, and slide down to the specific article. Occasionally an issue has articles from a conference or symposium on a topic. Many older law reviews are available in HeinOnline. Once you identify a specific article, you can print the pdf version of a page or the entire article. Generally the footnotes will be at the bottom of each page. Also, charts (if any) will be available in this format whereas they are likely not to be in some of the other databases.
To print an article in Hein Online, at the top right of the article screen, click on Print/Download Options. Then select the pdf for Current section, if you want to print the entire article, or Current page pdf to print just the single page. (If you do not take the step of the Print/Download Options screen, and just print screens, the bottom few lines of each page are likely to appear on a second page - not what you want for a long article.)
Journal titles available in print format have the call number, and location/availability information, indicated in the Law Library Scholar record.
Request current print journal issues at the Law Library Information Services Desk, 1st Level.
Older volumes are shelved by call number, generally on the Base Level, beginning at K1.
Please note: although some issues/some journals may be available on the Internet from the issuing body/institution/publisher, not all titles are, nor are full runs of the titles. If you are a C.S.U. student, article retrieval may be more efficient using LexisNexis Academic, Hein Online, or print issues at the Law Library.

Selected News/Magazine/Other Databases (not for "law journal" articles):
News articles, whether from direct electronic sources or via LexisNexis Academic , LexisNexis, Westlaw, ProQuest, etc., or from print newspapers or newsletters, can frequently give clues to facilitate your research on legal issues - names of parties in court cases, date of decision, which court, judge's name, some words or phrases which may be useful for a full-text search, etc..
