Introduction
This selective guide highlights major electronic and print resources available to Cleveland-Marshall College of Law and Maxine Goodman Levin College of Urban Affairs students researching law-related issues in Public Administration. While the primary focus of this guide is to support student coursework, projects, and clinical work, it is hoped that individuals working in public administration may also find it useful.
Public administrators work in a range of areas; for resources related to the following, please consult these Resource Guides:
- Land Use, Planning, and Zoning Law Resource Guide
- Nonprofit Law Resource Guide
- Education Law Resource Guide
- For more extensive coverage of administrative law research, and the federal level, please consult : Administrative Law Research
- For more extensive coverage of Ohio legal research, please consult:
Ohio Legal Research Guide
Although some of the links below lead to Westlaw and LexisNexis database resources and require a valid law student Westlaw or LexisNexis password for access, many others link to LexisNexis Academic, an OhioLINK research database, available to all C.S.U. students, faculty, and staff, who can access it on campus, or elsewhere via authentication.
Please contact your Law Library Research Services librarians during their regularly scheduled hours, or via email to research.services@law.csuohio.edu for assistance in suggesting research strategies, and/or locating/using these or other resources to meet your needs.
Legislative Sources
Ohio:
The Ohio Revised Code's statutes (laws) for various forms of Ohio local government may be found in Title 3 (Counties), Title 5 (Townships) and Title 7 (Municipalities). Depending on your research issue, there may be other sections of the Code that you may need to check as well. For example:
- In Title 1 (State Government):ORC Chapter 117: Auditor of State
- ORC Chapter 119 Administrative Procedure
- ORC Chapter 102: Public Officers -- Ethics
- ORC Chapter 118: Local Fiscal Emergencies
- ORC Chapter 133 : Uniform Public Securities Law
- ORC Chapter 5705 Tax Levy Law
Title 41 (Labor and Industry): Chapter 4123 Workers' Compensation Law
So, start with the Index to the ORC, and then go to the Title, Chapter, and section. Note if there are definitions related to the code provisions (often at the beginning of the chapter), and check annotations and supplementation.
Ohio Revised Code (LAWriter - from the State of Ohio website) Unannotated
For annotated versions of the ORC, see the Code from either of the two publishers of the Code:
- Baldwin's Ohio Revised Code Annotated (print) / West Pub. Co., 1994 - . Reference, Ohio Room, and Reserve KFO 30 1953 .A4 (Westlaw - OH-ST-ANN)
Updated by Baldwin's Ohio Legislative Service KFO 30 .A4 B31 - Page's Ohio Revised Code Annotated (print) / Anderson Pub. Co., 1953 - . Reference and Ohio Room KFO 30 1953 .P3 and Page's Ohio Revised Code (via LexisNexis Academic) Updated by the Bulletin KFO 30 1953 .P3
(Please note: This OhioLINK research database is only available on the CSU campus or via remote authentication to those with a CSU ID and a Scholar PIN) ;
LexisNexis ( Legal > States Legal - U.S. > Ohio > Statutes & Regulations > OH - Ohio Statutes, Constitution, Court Rules & ALS, Combined ) - Ohio General Assembly website - for tracking current legislation
- Ohio Legislative Service Commission - for additional information and analyses of legislation
The Ohio Legislative Service Commission annually prepares a Local Impact Statement Report of the local fiscal impact of laws passed. Current Fiscal Notes are prepared by the LSC as bills are introduced. They are available on the Ohio General Assembly LSC Bill Documents Page.

Other States:
The Law Library has a current print annotated code for many states. The sets are shelved by call number, alphabetically by state, on the Atrium Level of the Law Library, beginning with KFA (Alabama, Alaska, Arizona), KFC (California), etc. Code arrangement will vary by state.

Scroll down the Sources dropdown menu to select the specific state code database. Search in the same manner as in other LexisNexis Academic databases. You can "Show options to search specific document sections." Then add to search. Code arrangement will vary by state.
Another method for getting to State Codes via LexisNexis Academic: From Sources (on top) see that "By publication type" is selected, then filter by United States, then select the specific state. You may have several options. In addition to searching, you may also be able to browse your way in. Search in the same manner as in other LexisNexis Academic databases. Code arrangement will vary by state.

Journal Articles
See Finding Articles in Law Reviews, Journals and Other Legal Periodicals for an explanation of the legal periodical indexes and databases available to Cleveland-Marshall College of Law students and the CSU community.
_______________________
Consider starting with an Index:
Because there are likely to be pertinent articles in subject-specific as well as general law reviews, you are strongly encouraged to utilize indexes to identify articles, and then go to the full text of the articles. There are two major indexes you will want to check. Because there are different editorial staffs at the two publications, more specific topics may be different. Each index also includes a listing of articles by name of court decision, and by name of statute(law.)
