As the War on Terror enters its second decade, U.S. military forces and espionage assets have been used to sometimes lethal effect against U.S. citizens living abroad and allegedly engaged in terrorism.  This seminar will explore the President's authority to order such strikes and the legal questions raised by them, as well as proposals to strip Americans engaged in terrorism of their U.S. citizenship.
