Welcome to Legislation and Regulation! The textbook is Manning & Stephenson, Legislation and Regulation, 4th edition (Foundation Press 2021).

For the first class, please read the following pages: pp. 2-3 (introductory note), 22-35 (I.B. Foundational Theories), and 303-319 (US v. Marshall, intro through end of note 4). We might not get through all of this material in the first class session. Please be prepared to discuss some of the possible ways to read a statute and what role judges should play in shaping our laws.
